I use Styrofoam insulation board to build cement appearing bridges all the time. Since the Lincoln Memorial is essentially cement why not use that? You can get it for free from an insulation company. They cannot use or resell the broken boards and would gladly give you a piece. All you need to cut it ,is a bread knife, you can use sand paper to smooth it off and use grey latex paint to color it.
How big?? That could make quite a difference.
There are lots of materials you could use:
… polymer clay, air-dry clays and doughs of various kinds, earth clays, etc.
… hypertufa, papier mache over a frame armature
….carved/shaped polystyrene foam as mentioned (the insulation board from a hardware store is the least crumbly), wood, etc.
So many possibilities that it’s hard to pick any out without knowing the size you have in mind, and also how really accurate it needs to be (for example, an art project might require more accuracy and realism than a social studies one, etc.)
